Compilation of Export Import Policies of February

According to the statistics published by the customs, China’s total goods exports and imports amounted to 5.44 trillion yuan in the first two months of 2021, an increase of 32.2% year on year. Among them, exports were 3.06 trillion yuan, an increase of 50.1%, and imports were 2.38 trillion yuan, an increase of 14.5%. The trade surplus was 675.86 billion yuan, compared with a deficit of 43.3 billion yuan in the same period last year. In U.S. dollar terms, in the first two months of 2021, China’s total exports and imports expanded 41.2% year on year to 834.49 billion U.S. dollars. Among them, exports were 468.87 billion U.S. dollars, an increase of 60.6%, and imports were 365.62 billion U.S. dollars, an increase of 22.2%. The trade surplus was 103.25 billion U.S. dollars, compared with a deficit of 7.21 billion yuan in the same period last year.


In February, China’s exports and imports totaled 2.42 trillion yuan, an increase of 57%.Among them, exports were 1.33 trillion yuan, an increase of 139.5%, and imports were 1.09 trillion yuan, an increase of 10.3%. The trade surplus was 247.28 billion yuan, compared with a deficit of 426.65 billion yuan in the same period last year. In U.S. dollar terms, in February, China’s exports and imports amounted to 371.83 billion U.S. dollars, an increase of 67%. Among them, exports were 204.85 billion U.S. dollars, an increase of 154.9%, and imports were 166.98 billion U.S. dollars, an increase of 17.3%. The trade surplus was 37.87 billion U.S. dollars, compared with a deficit of 61.94 billion U.S. dollars in the same period last year.

2.Notice on Issuing the Catalogue of Encouraged Industries in Hainan Free Trade Port (2020 Edition)

Approved by the State Council, the Catalogue of Encouraged Industries in Hainan Free Trade Port (2020 Edition) (hereinafter referred to as the Catalogue) is hereby issued to your province for your compliance and implementation. 3.The Customs Tariff Commission of the State Council (CTCSC) published the Announcement on the Third Extension of Tariffs Exclusion List of U.S. Products Subject to Additional Tariffs on February 26 (CTCSC Announcement, No. 2 [[]2021]).

In accordance with the Announcement on the First Exclusion List of the Second Batch of U.S. Products Subject to Additional Tariffs (CTCSC Announcement, No. 3 [[]2020]), the first exclusion list of the second batch of the U.S. products subject to additional tariffs shall expire on February 27, 2021. CTCSC decided in accordance with the procedure to extend the extension period regulated in the CTCSC Announcement, No. 3 [[]2020] for 65 products. From February 28, 2021 to September 16, 2021, those 65 products shall continue to be exempt from the additional tariffs imposed as the retaliatory measures in response to the U.S. 301 measures.

4.The Framework Agreement on Facilitation of Cross-Border Paperless Trade in Asia and the Pacific officially came into force.

On February 21, 2021, the Framework Agreement on Facilitation of Cross-Border Paperless Trade in Asia and the Pacific (hereinafter referred to as the Agreement), initiated by the United Nations Economic and Social Commission for Asia and the Pacific, officially came into force. This Agreement came into force for China, Azerbaijan, the Philippines, Iran and Bangladesh, the five founding parties that had finished their domestical approval processes. Armenia and Cambodia already signed the Agreement and are going through their domestical approval processes. At the same time, many countries are actively seeking to join the Agreement.

5.Announcement of the Certification and Accreditation Administration (CNCA) on the Implementation Requirements for the Self-Declaration Evaluation Method of Compulsory Product Certification at the Time of Release of Relevant Revised Standards

6.Announcement of the National Medical Products Administration (NMPA) on Permitting Chongqing Medical Products Administration to Perform Import Record Keeping for Chemicals Imported for the First Time (No. 21, 2021)

In accordance with the Administrative Measures for the Import of Drugs, the Notice of the China Food and Drug Administration (CFDA) and General Administration of Customs (GAC) on Issuing the Principles and Standards for Establishing New Ports of Entry for Imported Drugs (Shi Yao Jian Yao Hua Guan No. 6 [[]2015]), the Notice of the General Office of CFDA and the General Office of GAC on Publishing the Evaluation Plan for Establishing New Ports of Entry for Imported Drugs (Shi Yao Jian Ban Yao Hua Guan No. 134 [[]2015]), the Notice of the Department of Comprehensive Affairs, Planning, and Finance Affairs of NMPA on Publishing the Evaluation Standards for Ports of Entry for Imported Drugs (Yao Jian Zong Yao Zhu No. 112 [[]2019]), and other relevant regulations, after on-the-spot evaluation and assessment, NMPA approved Chongqing Medical Products Administration’s application to perform import recording keeping for chemicals imported for the first time.
