According to the customs statistics, in the first nine months of this year, China’s total export and import value amounted 23.11trillion yuan, with a year-on-year increase of 0.7%. Amongthem, the export reached 12.7 trillion yuan, up by 1.8% year-on-year; theimport reached 10.4 trillion yuan, down by 0.6% year-on-year. The surplus was 2.3trillion yuan.
In September, China’s export and import valueamounted 3.06 trillion yuan, up by 6.3% year-on-year. Among them, the exportreached 1.66 trillion yuan, up by 0.,7%year-on-year; the import reached 1.4 trillion yuan, up by 13.8% year-on-year;the surplus was 257.68 billion yuan.

For the purposes of further promoting in depth the reform of delegating power, streamlining administration and optimizing government services, further optimizing the business environment at ports and enhancing the facilitation of cross-border trade, the General Administration of Customs has decided to optimize the quality and safety inspection and supervision of imported products such as batteries. At the time of declaration, the consignee may declare on a voluntary basis that the imported products conform to the mandatory requirements of relevant Chinese laws and regulations, and submit an electronic or paper form of Enterprise Self-Declaration on Quality and Safety to the customs. 4.Announcement of the General Administration of Customs, No. 103, 2020 (Announcement on Implementing Emergency Preventive Measures for Overseas Production Enterprises of Imported Cold-Chain Food Which Have Tested Positive for COVID-19)
For the purpose of guarding against the risk of new coronavirus outbreaks caused by imported cold-chain food, if the cold-chain food exported to China or its package of an overseas production enterprise tests positive for COVID-19 for the first and the second time, the customs will suspend the acceptance of the enterprise’s product import declaration for one week, and automatically resume after the expiration; if the cold-chain food exported to China or its package of an overseas production enterprise tests positive for COVID-19 for three times or more, the customs will suspend the import declaration of the enterprise for four weeks and automatically resume after the expiration. This Announcement shall be effective as of September 11, 2020.
5.Announcement of the General Administration of Customs, No. 107, 2020 (Announcement on Further Adjusting Relevant Matters concerning the Supervision over Watercrafts and Aircrafts that Enter or Exit China)

6.Announcement of the General Administration of Customs, No. 108, 2020 (Announcement on Promulgating the Decision on Commodity Classification in 2020)
For the purposes of facilitating the consigner and consignee of imported and exported products or their agent to declare matters concerning commodity classification correctly, reducing controversies regarding commodity classification and ensuring the unification of commodity classification of the customs, in accordance with the relevant regulations of the Rules of the General Administration of Customs of the Peoples Republic of China on the Commodity Classification of Import and Export Goods (decree of the General Administration of Customs No. 158, revised according to the decree of the General Administration of Customs No. 218), the General Administration of Customs has formulated the decision on relevant commodity classification (see annex 1), which is hereby promulgated.
This Announcement shall take effect as of October 1, 2020. If the laws, administrative regulations and other relevant regulations on which the commodity classification decision is based have changed, the commodity classification decision shall be invalided simultaneously.

8.Announcement of the General Administration of Customs, No. 112, 2020 (Announcement on Adjusting the Electronic Data Fields of the Passenger Manifest of Inbound and Outbound Aircrafts)
In accordance with the regulations of the Measures of the General Administration of Customs of the Peoples Republic of China for the Administration of Manifests of Inbound and Outbound Means of Transport (decree of the General Administration of Customs No. 172), and for the purpose of making the passenger manifest data play a better role in supporting the epidemic prevention and control of the customs, relevant matters concerning the submission of passenger manifest data are hereby announced as follows.
I. Electronic passenger manifest data fields of inbound and outbound aircrafts shall be adjusted. Passenger Seat Number and Reservation Number shall be added into the original manifest and load manifest, while Reservation Number shall be added into the advance manifest. Please refer to annex 1 for the detailed information.
II. ARINC address BJSCCXH shall continue being adopted by China Customs as the official receiving address for the electronic manifest data of air passengers, with the PAXLST message structure developed by the World Customs Organization and the International Air Transport Association being used as the message format. 10.Notice of the State Administration of Foreign Exchange on Issuing the Guidelines for Current Account Foreign Exchange Business (2020 Edition)
For the purposes of further optimizing the business environment and facilitating market entities to go through current account foreign exchange business process, the State Administration of Foreign Exchange have integrated relevant regulations in all respects into the Guidelines for Current Account Foreign Exchange Business (2020 Edition) and abolished part of the provisions. This Notice shall come into force as of the date of promulgation. In the case of any discrepancy between this Notice and the provisions issued previously, this Notice shall prevail.

12.Announcement of the General Administration of Customs, No. 111, 2020 (Announcement on the Relevant Declaration Requirements for Commodity Codes Related to Optical Fiber Preforms)
The Customs Tariff Commission of the State Council has decided to impose anti-dumping duties on imported optical fiber preforms originating in Japan and the United States. The Ministry of Commerce has issued Announcement No. 57 of 2018 and Announcement No. 39 of 2020 for this purpose and clarified the specific scope of products on which the anti-dumping duties shall be imposed and their corresponding tariff rates. In order to implement the aforementioned measure, the consignee or the agent of the imported goods shall fill in 70022010.10 as the commodity code of “optical fiber preforms with a diameter ≥ 60 millimeters” and 70022010.90 for “other optical fiber preforms” at the time of declaring imported optical fiber preforms (tariff number 70022010).
This Announcement shall come into force as of September 26, 2020.
13.Upon approved by the State Council, Measures for the Administration of Domestic Securities and Futures Investment by Qualified Foreign Institutional Investors and RMB Qualified Foreign Institutional Investors is hereby promulgated and shall come into force as of November 1, 2020.
