Compilation of Export Import Policies of April 2023

Import Trade Statistics


In April 2023, Chinas total import and export value was $500.63 billion, a decrease of 7.8% compared to March this year and a year-on-year increase of 1.1% compared to April last year; In terms of exports, the export value in April was 295.42 billion US dollars, a decrease of 6.4% compared to March this year and an increase of 8.5% compared to April last year; In terms of imports, the import amount in April was $205.21 billion, a decrease of 9.7% compared to March this year and a decrease of 7.9% compared to April last year. The trade surplus in goods was 90.21 billion US dollars, with a total of 294.19 billion US dollars from January to April.


In April 2023, Chinas import of mechanical and electrical products reached RMB 499.7 billion (export: 117049 billion). From January to April, the cumulative import of mechanical and electrical products reached RMB 1.9 trillion (export: 4.4 trillion), a year-on-year decrease of 14.4% (export growth: 10.5%) compared to last year; Among them, in April, integrated circuit imports amounted to 38.72 billion yuan (exports 21.22 billion yuan), with a value of 185.84 billion yuan (exports 75.49 billion yuan). From January to April, imports amounted to 724.08 billion yuan (exports 292.75 billion yuan), a year-on-year decrease of 19.8% (exports decreased by 8.7%) compared to last year. In April, the import of medical devices was 7.54 billion yuan (export 10.64), and from January to April, the import was 30.64 billion yuan (export 40.31), an increase of 7.1% year-on-year (export growth of 6.3%).



1.Announcement No. 37 of 2023 of the General Administration of Customs on the Issuance of the Customs Industry Standard "Customs Statistics Country (Region) Name Code"

According to the "Measures for the Administration of Customs Industry Standards of the Peoples Republic of China (Trial)" (promulgated by Order No. 140 of the General Administration of Customs and modified by Order No. 235 of the General Administration of Customs), the General Administration of Customs has issued the customs industry standard "Customs Statistical Country (Region) Name Code" (HS/T 71-2023), which will be implemented from June 1, 2023. 2.Announcement of the General Administration of Customs No. 41 of 2023 (Announcement of the Customs of the Peoples Republic of China on the Measures for the Administration of the Origin of Imported and Exported Goods under the Arrangement between the Government of the Peoples Republic of China and the Government of the Republic of Nicaragua on Early Harvest of Free Trade Agreements)

In order to accurately determine the origin of import and export goods under the "Arrangement between the Government of the Peoples Republic of China and the Government of the Republic of Nicaragua on Early Harvest of the Free Trade Agreement" and promote economic and trade exchanges between China and Nicaragua, The General Administration of Customs has formulated the "Measures of the Customs of the Peoples Republic of China on the Administration of the Origin of Import and Export Goods under the Arrangement between the Government of the Peoples Republic of China and the Government of the Republic of Nicaragua on the Early Harvest of Free Trade Agreements". It is hereby announced and will come into effect from May 1, 2023.

If the consignee or its agent of imported goods applies to enjoy the tax rate under the "Arrangement between the Government of the Peoples Republic of China and the Government of the Republic of Nicaragua on Early Harvest of Free Trade Agreement" when importing goods, The Customs Declaration Form for Import (Export) Goods of the Peoples Republic of China (hereinafter referred to as the "Declaration Form") should be filled out in accordance with the relevant requirements of Announcement No. 34 of 2021 of the General Administration of Customs on "preferential trade agreements for goods that have not yet achieved electronic information exchange of origin", and the certificate of origin should be submitted. When filling in the "Preferential Trade Agreement Benefits" column of the "Customs Declaration Form" commodity item, the "Preferential Trade Agreement Code" column should be filled with code "24".

3.Announcement No. 43 of 2023 of the General Administration of Customs on the Pilot Reform of the "Two Certificates in One" of the "Import Certificate of Goods (Automobile, Motorcycle)" and the "Inspection Form for Imported Motor Vehicles"

In order to further optimize the business environment, improve the efficiency of customs clearance for imported motor vehicles, and promote the sustainable and healthy development of Chinas automotive industry, the General Administration of Customs has decided to carry out a pilot reform of the "Certificate of Import of Goods (Automobile, Motorcycle)" (hereinafter referred to as the "Certificate") and the "Inspection Form for Imported Motor Vehicles" (hereinafter referred to as the "Vehicle Form") in Shanghai Customs. The relevant matters are hereby announced as follows:

1.For automobiles and motorcycles declared for import by Shanghai Customs, the original "Certificate" and "Accompanying List" need to be issued separately in accordance with relevant regulations such as the Announcement No. 34 of 2015 of the General Administration of Customs (Announcement on Relevant Matters of the "Import Certificate of Goods") and the "Management Measures for Imported Automobile Inspection" (original Order No. 1 of the State Administration for Entry Exit Inspection and Quarantine, modified according to Order No. 238 and 240 of the General Administration of Customs), After the import vehicles have completed the release procedures and passed the inspection, a "certificate" of "two certificates in one" will be issued on a pilot basis.

2.The consignee shall apply to the customs for the issuance of a new version of the "Certificate" within three years after the imported automobiles and motorcycles are released and inspected as qualified.

3.For imported non Chinese standard vehicles, the original sales destination country vehicle version and model (such as "original European regulations", "original American regulations", "original added regulations", "original Middle Eastern regulations", etc.) should be declared in the "specifications and models" of the customs declaration form.

4.The consignee only needs to handle the issuance procedures for imported cars and motorcycles with the original "Certificate" or "Accompanying List" in accordance with the original management regulations.

5.In case of any inconsistency between the Announcement No. 34 of 2015 of the General Administration of Customs and this Announcement, this Announcement shall prevail.

This announcement will be implemented from June 1,2023.

4.Announcement No. 45 of 2023 of the General Administration of Customs on the Implementation of Mutual Recognition of "Certified Operators" (AEO) between China and Uganda Customs


Issuance Date: May 4,2023

In May 2021, the customs of China and Uganda officially signed the Arrangement between the General Administration of Customs of the Peoples Republic of China and the Tax Administration of the The Republic of Uganda on Mutual Recognition of the Enterprise Credit Management System of the Chinese Customs and the AEO System of the Ugandan Tax Administration (hereinafter referred to as the Mutual Recognition Arrangement), and decided to formally implement it from June 1, 2023. The relevant matters are hereby announced as follows:

1.According to the Mutual Recognition Arrangement, China and Ukraine mutually recognize each others "Authorized Economic Operator" (AEO) to provide customs clearance convenience for goods imported from the other AEO enterprise. Among them, the Ugandan customs recognize Chinese customs advanced certification enterprises as mutually recognized AEO enterprises, while the Chinese customs recognize enterprises certified under the Ugandan customs AEO system as mutually recognized AEO enterprises.

2.During the clearance of imported goods, the customs of China and Ukraine provide each other with the following facilitation measures for AEO enterprises: applying a lower document review rate; Applicable to lower inspection rates; Priority inspection shall be given to goods that require physical inspection; Designate a customs liaison officer responsible for communicating and handling issues encountered by AEO enterprises during customs clearance; Priority will be given to customs clearance after international trade is interrupted and resumed.

3.When Chinese AEO enterprises export goods to Uganda, they need to inform the Ugandan importer of the AEO code (AEOCN+10 digit enterprise code registered and filed with Chinese customs, such as AEOCN1234567890), which will be declared in accordance with Ugandan customs regulations. Ugandan customs will confirm the identity of Chinese AEO enterprises and provide relevant convenience measures.

4.When Chinese enterprises import goods from AEO enterprises in Uganda, they need to fill in the Uganda AEO enterprise code in the "Overseas Shipper Code" column of the import declaration form and the "Shipper AEO Code" column of the water and air freight manifest. The filling method is: "Country Code (UG)+AEO Enterprise Code (10 digits)", such as "UG1234567890". Chinese customs confirms the identity of AEO enterprises in Uganda and provides relevant facilitation measures.


Policy interpretation:

So far, China has signed AEO mutual recognition agreements with 22 economies such as Singapore, the European Union and South Africa, covering 48 countries (regions), including 32 countries co constructing the "the Belt and Road", 5 member countries of the Regional Comprehensive Economic Partnership Agreement (RECP) and 13 Central and Eastern European countries.

Advantages of AEO certification

1. Efficient and unified supply chain standards and procedures

2. Reduce import and export inspection rates.

3. Reduce quarantine sampling rate and origin verification rate

4. Reduce requirements for audit documents and other aspects

5. Provide valuable information to AEO participants

6. Special measures related to trade interruptions or increased levels of trade security threats.

5.Announcement No. 47 of 2023 of the General Administration of Customs on the Issuance of 84 Industry Standards including the Basic Requirements for Risk Classification of Import and Export Industrial Products and the Abolition of 5 Industry Standards

84 industry standards, including the "Basic Requirements for Risk Classification of Import and Export Industrial Products", have been issued (see Annex 1 for the catalog). 11 replaced standards such as the "Regulations for the Inspection of Radioactive Pollution from Imported Recycled Raw Materials" (SN/T 0570-2007) shall be abolished from the date of implementation of the new standards.

The five industry standards (see Annex 2), including the "Regulations on Disinfection of Entry and Exit Aircraft" (SN/T 1268-2010), shall be abolished from the date of this announcement.

6.USTR Extends Certain COVID-Related Exclusions from China Section 301 Tariffs

WASHINGTON – The Office of the United States Trade Representative today announced the extension of 77 of the 81 COVID-related exclusions in the China Section 301 Investigation.  The exclusions were previously scheduled to expire on May 15, 2023.  The exclusions have been extended through September 30, 2023, which will allow the United States Trade Representative to continue to consider stakeholder and public feedback.  The U.S. Trade Representative is extending all 81 COVID-related exclusions, through May 31, 2023, to allow for a transition period.


Policy interpretation:

On May 15th, the US Trade Representative considered public opinions submitted in response to the February 7, 2023 notice, as well as recommendations from the Advisory Committee, the Inter-Agency 301 Clause Committee, and the White House COVID Response Group, to provide an additional 16 day transition period for the upcoming exemption and addition clause, which is valid until and including May 31, 2023.

After May 31, 2023, out of the original 81 excluded products, 4 will resume the addition of 301 tariffs, and 77 will continue to be exempt from the addition until September 30, 2023, marked with a new exclusion identification code 9903.88.68.
